Launched in 2001, the Sarva Shiksha Abhiyan (SSA) marked a monumental step in India’s education history by aiming to provide universal elementary education to children aged 6 to 14. The name literally translates to “Education for All”, reflecting the government’s constitutional commitment under Article 21-A to make elementary education a fundamental right.
SSA was not just a scheme — it was a nationwide movement to reduce disparities, improve infrastructure, and bring millions of out-of-school children into the education system.

Objectives of Sarva Shiksha Abhiyan:
- Ensure that all children aged 6–14 receive free and compulsory elementary education.
- Bridge gender and social category gaps in school enrollment and completion.

- Focus on inclusive education, especially for children with special needs (CWSN).

- In 2018, Sarva Shiksha Abhiyan was merged into the broader Samagra Shiksha Scheme, along with Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education programs.
- Samagra Shiksha now covers school education from pre-primary to Class 12 under one umbrella.
- SSA’s core goals — universal enrollment, equity, quality — are now embedded within this integrated scheme.
Challenges Faced:
- Learning outcomes remained low despite high enrollment.
- Quality of education varied across states due to uneven implementation.
- Teacher absenteeism, poor training, and lack of accountability.
- Infrastructure gaps in remote and tribal areas.
